Bylaws: Article VI: Section Eight
- No resident or guest of the project shall post any advertisements or posters of any kind in or on the project except authorized by the association.
- Residents and guest shall exercise extreme care in making noise or using musical instruments, radio, televisions, and amplifiers that may disturb other residences. Between the hours of 11:00pm and 8:00am, all noise shall be avoided.
- Hanging of garments, towels, blankets, rugs, and the like, from any of the facades of the building, balconies, or windows is prohibited.
- Dusting or shaking of rugs, towels, bathing suits, and the like, from the balconies or windows, beating against the exterior parts of the project is prohibited.
- No owner, resident, guest, lessee, or other person shall install wiring for electrical wiring for electrical or telephone installations, television antennae, machines or the like on the exterior of the building, or that protrude through the walls or roof of the project as authorized by the HHUOA. Air conditioning units are not permitted.
- Garbage and all refuse shall be deposited only the the designated receptacle located in the service area at the side and rear of the building. Since trash pick-up is normally made twice a week, it is important that residents flatten boxes and consolidate their refuse as much as possible prior to the deposit in the dumpster. Large items such as furniture, appliances, etc. should not be placed in the trash receptacles.
Note: For removal of large items call Waste Management to arrange a pick-up. You are responsible for the fee involved. - HHUOA shall have sole control of all planting and landscaping and control of all maintenance and watering.
- No For Sale or For Rent signs shall be displayed without prior approval of the HHUOA.
- No vehicles may be parked or stored on the property except in the unit’s designated space, and no inoperable vehicles may be parked or left on any portion of the common area. Maintenance and washing of vehicles in any parking spaces or common areas is not permitted. Any vehicle parked in an undesignated space will be towed by Aristocrat Towing Company at the expense of the vehicle’s owner(s).
- All sidewalks, entrances, landings, fire escapes, and stairways shall not be obstructed or used for any purposes other than pedestrian ingress and egress.
- No owner, guest, lessee, or other person shall commit any act which will result in an increase in the rate of insurance policy maintained by the HHUOA or violate any provision in respect to any policy of hazard or liability insurance for the Association.
- Periodic preventative maintenance inspections may be conducted by the HHUOA. Prior notification of the same will be given to each owner and renter prior to entry into the unit. In emergencies situations, entry shall be immediate.
- Keeping of domestic animals is prohibited, unless approved by the Association, subject to applicable codes and health regulations of the City of Norfolk.
To obtain approval, an Ownership/Renter Domestic Animal Agreement must be completed, signed, and approved by the HHUOA Board of Directors.
Key stipulations from the Animal Agreement include the following:
a. The animal must be kept confined within the unit specified. To avoid disturbing the peace, animals should not be permitted on the balcony of the unit between 9pm and 9am.
b. Except during periods of ingress and egress, the animal is not permitted in an interior common area of the building. All caretakers of dogs and cats are required to use garage/side doors for ingress/egress with their pets. During these periods, the animal is to be carried or held on a leash.
c. The removal of all animal wastes is the responsibility of the owner of the animal or the assignee. Any evidence of animals defecating/urinating within the premises of Harrington House, or defecating on the front lawn, and not cleaned up or properly disposed of, will be subject the unit owners to fines.
d. Excessive noise, bodily harm or injury to another resident or their guest, attributable to the animal, shall be considered a breach of the agreement and shall result in the permanent removal of the animal from the premises. - The entire land area surrounding the building shall be kept free of all items or personal property belonging to the unit owners (occupants) including, without limitation, boats, vehicles, toys, and bicycles. Please keep off the grass.
- The installation of clothes washing machines/dryers in the units is prohibited.
